Competition Policy in the European Union

The European Commission, together with the national competition authorities, directly enforces EU competition rules, Articles 101-109 of the Treaty on the Functioning of the EU (TFEU), to make EU markets work better, by ensuring that all companies compete equally and fairly on their merits. This benefits consumers, businesses and the European economy as a whole.

Structure and staff

  • The Chief Competition Economist works in DG Competition, reporting directly to the Director General to provide independent economic advice on cases and policy.
  • The Hearing Officers are independent of the Directorate General for Competition and report directly to the Competition Commissioner. Their mission is to ensure due process, to safeguard the parties, procedural rights, and to contribute to the quality of the decision-making in EC Antitrust and Merger proceedings.

  • Traineeships:
    • The Commission organises paid in-service training.
    • DG Competition offers an unpaid visitors' scheme for postgraduate students to get an understanding of its work. For further information contact: HR AMC BREY COMP TRAINEES
    • National Experts in Professional Training (NEPT)
      DG Competition offers national experts from the public administrations the possibility to benefit from in-service professional traineeships in the fields of antitrust, mergers, and State aid. The traineeships take place in Brussels. The application procedure is handled via the respective Permanent Representations to the EU.

    • External Visitors' Scheme (EVS)
      DG Competition offers an unpaid External Visitors' Scheme (EVS) to officials from competition authorities outside the European Union. The primary objective is "on-the-job" training, ie. visitors will typically be attached to one of DG Competition's Antitrust, Mergers or State aid units and join one or several case teams.

Annual Report on Competition Policy

This report gives an overview of the most important policy and legislative initiatives and decisions adopted by the European Commission in application of EU competition law.

Annual Management Plan

The annual management plan is the work programme of the Directorate-General. Its purpose is twofold: it translates the priority initiatives and the strategic objectives of the Commission into concrete operations. It also provides an instrument enabling the management to plan, follow up and report on all the activities and resources of the DG.

Annual Activity Report

The annual activity report presents the achievements reached and corresponding resources used by the DG during one year's activities. It is the "mirror" of the annual work programme. It is also a management report of the Director-General to the Commission on the performance of his duties as Authorising officer by delegation, in the management of the EU budget. Evaluation is a constructive-critical, evidence-based judgement of how well an EU measure (for instance legislation or soft law) adopted a few years ago has achieved its stated objectives. Read more.
