The main purpose of this Call is to define the concept for European Houses of Culture as a tool of the new EU strategy for international cultural relations and to evaluate it using it as a basis for various collaboration models.
The EU focuses on the positive role of culture in international relations as cultural diversity and intercultural dialogue are an integral part of the values of the EU and play an important role in promotion of human rights, tolerance, and non-discrimination across the world.
The Council of the European Union adopted Conclusions on the Work Plan for Culture 2019-2022. The plan is considered a strategic instrument setting priorities and defining concrete actions to address the increasing shift to digital technologies, globalisation and growing societal diversity in the area of cultural policy.
