Objective of the consultation

The Commission assesses and authorises State aid for agriculture, forestry and certain activities in rural areas on the basis of Guidelines that are tailor made for those sectors.

State aid rules are limited in time and the current Guidelines are set to expire on 31 December 2020. The Commission is therefore revising them with the aim to replace them with new Guidelines. The design of those future Guidelines will largely depend on the future legislation on strategic plans under the Common Agricultural Policy (CAP). However, the legislative procedure for adopting the new CAP legal framework is still pending and the Commission has therefore proposed transitional rules to ensure the continuity of CAP support under the conditions of the existing legal framework until 31 December 2021. Consequently, it is necessary to extend also the period of application of the current State aid Guidelines beyond 31 December 2020 and until 31 December 2021.
