Ahead of the meeting of 27 EU leaders in Sibiu, Romania, on 9 May 2019, the European Commission set out policy recommendations on the future shape of Europe in an increasingly multipolar and uncertain world.

With the European Parliament elections in May and the ensuing change of political leadership of the EU institutions, this is the time to set new priorities.

In parallel, the Commission has made suggestions for effective communication on collective decisions.

Together, these form the Commission’s contribution to the EU’s strategic agenda for 2019-2024.
