Evaluation of the Ozone Regulation


The Commission has launched an evaluation of the Regulation (EC) No 1005/2009 on substances that deplete the ozone layer (the Ozone Regulation). The evaluation process includes several consultation activities.


The Commission launched an evaluation of the Ozone Regulation in 2017 to examine the actual implementation and performance of the regulation.

The evaluation is planned to be completed in 2019 and its results will be published here.

The evaluation follows the standard framework for evaluation of EU policies and examines the relevance, effectiveness, efficiency, coherence and EU added value.

Objectives of the consultation

  • ensure that all affected and interested stakeholders have the possibility to participate in the consultation,
  • allow stakeholders to provide their feedback on the implementation of the Ozone Regulation,
  • collect data and views in order to understand how and why various measures of the Regulation have or have not led to the expected results,
  • get information on the experience of the affected stakeholders in acting in line with the Regulation, in particular the costs and the benefits of compliance,
  • complement collected data by information on alternatives used by industry for exempted uses (i.e. process agent use, critical use and laboratory use).

The roadmap and consultation strategy are planning documents that will not be updated. The evaluation process is outlined below as it unfolds.

  • 1 June- 24 August 2018 – public consultation
  • 27 November 2018 – stakeholder validation workshop
  • Early 2019 - publication of the support study for the evaluation
