Business Registers Interconnection System (BRIS)
This is a CEF funded Sector Specific Digital Service Infrastructures (DSIs). It deploys complex trans-European digital services based upon mature technical and organisational solutions in diverse areas.
What is this DSI?
The Business Registers Interconnection System (BRIS) infrastructure will facilitate the access to information on EU companies for the public and ensure that all EU business registers can communicate to each other electronically in a safe and secure way in relation to cross-border mergers and foreign branches. The ultimate aim is to enhance confidence in the single market through transparency and up-to-date information and reduce unnecessary burdens on companies. The system will consist of:
- A core services platform, named "European Central Platform" (ECP);
- The Member States business registers; and
- The e-Justice portal which will provide an interface serving as European electronic access point to information on companies.
The legal deadline for the deployment of the infrastructure was 08 June 2017.
What is the Policy Context?
BRIS is based on legal obligations set out by Directive 2012/17/EU on the interconnection of business registers and the Implementing Regulation (EU) 2015/884 of 8 June 2015. The directive requires the establishment of an information system that interconnects the central, commercial and companies registers (also referred to as business registers) of all Member States, whereas the Regulation details the technical specifications for the system.

BRIS will provide a higher degree of legal certainty as to the information in the European business registers; and help improve the cooperation between business registers in Europe for procedures concerning cross-border mergers, and the exchange of relevant information regarding companies and their branches.
