Public consultation on the revision of the Financial Regulation applicable to the general budget of the Union


This consultation seeks stakeholder views of a revision of the financial rules applicable to the EU budget. The objectives of this revision are:

  • a simpler regulatory and financial set up,
  • additional synergies and flexibility for budget implementation and
  • a clear accountability framework.

The consultation focuses on the financial rules for:

  • Financial Instruments (e.g. guarantees)
  • Indirect management (using partner organisations for managing EU funds)
  • Financing decisions (multiannual duration, essential elements)
  • Simplification for beneficiaries including simplified cost options
  • Prevention of conflicts of interests
  • Creation of a "Single rule book"
  • Convergence of rules for various types of expenditure (e.g. grants and financial instruments)

Target group

All citizens and organisations are welcome to contribute to this consultation. Input is particularly sought from recipients and beneficiaries of EU funding and the entrusted entities and partners with whom the Commission works through the current indirect management mode.
