Conference "Shaping Our Future: Designing the Next Multiannual Financial Framework (MFF)": "A Budget for 2017" with Jyrki Katainen, Vice-President of the EC

On 8 January 2018, Jyrki Katainen, Vice-President of the EC in charge of Jobs, Growth, Investment and Competitiveness, participated in the debate "A Budget for 2017" at the Conference "Shaping Our Future: Designing the Next Multiannual Financial Framework (MFF)" organised by the European Political Strategy Centre (EPSC), in Brussels. where also present: Jean Pisani-Ferry, Professor of Economics and Public Management at the Hertie School of Governance, Mário Centeno, Portuguese Minister for Finance and President elect of the Eurogroup, Nathalie Loiseau, French Minister for European Affairs attached to the Minister for Europe and Foreign Affairs, Ann Mettler, Head of the European Political Strategy Centre (EPSC). Together they answered the following questions: What are the new parameters for the forthcoming Multiannual Financial Framework (MFF) negotiations? What are the principal differences on the revenues and the expenditure side of the budget as compared to the current MFF? The Multi-annual Financial Framework lays down the maximum annual amounts ('ceilings') which the EU may spend in different policy fields ('headings'). It is not the exact budget of the EU for seven years, but by indicating the upper spending limits, it provides a framework for financial programming and budgetary discipline, ensuring that EU spending is predictable and stays within the agreed limits.
