The Council Conclusions of 8 May 2003 on the Brussels Declaration aims at developing European and international co-operation, concrete measures, standards, best practices and mechanisms to prevent and combat trafficking in human beings. The Council Conclusions of the Brussels Declaration has generated a number of follow-up actions, including the setting up of a Commission Experts Group on trafficking in human beings. The Brussels Declaration on Preventing and Combating Trafficking in Human Beings was prepared in spirit of, and during, the European Conference on Preventing and Combating Trafficking in Human Beings on 18-20 September 2002.
