Hercule III Programme (2014-2020): Calls for proposals 2017

The Hercule III annual work programme for 2017 provides for the organisation of three calls for proposals:

1. Technical Assistance
2. Law Training and Studies (The annual work programme 2017 refers to "Legal training and studies".)
3. Training & Conferences

1. Technical Assistance

The deadline for submission of applications is Wednesday, 9 August 2017.

The call for proposals "Technical Assistance" invites national and regional administrations to submit applications for actions to strengthen their operational and administrative capacity to fight fraud, corruption and other irregularities perpetrated against the Union's financial interests. The budget available for this call is:
EUR 9 150 000. The budget of the action for which financial support under the Hercule III Programme is requested shall be at least: EUR 100 000.

2. Law Training and Studies

The deadline for submission of applications is Wednesday, 9 August 2017.

The call for proposals "Law Training and Studies" invites national and regional administrations, research institutes, universities and Not for Profit Organisations (NPO) to submit applications for actions to develop high profile research activities (including comparative law studies), the organisation of conferences (including the annual meeting of the presidents of the Associations for European criminal law) as well as actions to raise awareness of the judiciary and other branches of the legal profession for the protection of the Union's financial interests.
The budget available for this call is: EUR 500 000. The budget of the action for which financial support under the Hercule III Programme is requested shall be at least: EUR 40 000.

3. Training and Conferences

The deadline for submission of applications is Wednesday, 9 August 2017.

The call for proposals "Training and Conferences" invites national and regional administrations, research institutes, universities, NPO's and NGO's to submit applications for actions, such as the organisation of targeted specialised and risk analysis training or for conferences aimed at protecting the financial interests of the Union. The training actions are also intended to create networks between Member States, accession countries, candidate countries, non-EU Member States and international public organisations in order to facilitate exchange of information, experience and best practices.
The budget available for this call is: EUR 1 000 000. The budget of the action for which financial support under the Hercule III Programme is requested shall be at least: EUR 50 000.

Important notice

As from 2017, the submission of an application for any of the three calls mentioned above must be made by using the Participant Portal that was developed for the submission of applications and the management of grant agreements in the RTD sector. The Participant Portal will gradually be introduced for all funding programmes managed by the European Commission. The Guide for Applicants contains all information that is needed for the submission of an application or grant. Questions in relation to the submission procedure, the eligibility of costs or any technical issues can be asked by sending an e-mail to the Helpdesk of the Participant Portal. The replies to the questions will be published via the Participant Portal and will be transmitted to all applicants that have already submitted an application.

The documents on this webpage are provided to enable any applicant to prepare its application for grant. However, the applicant can only submit its application by using the forms and documents made available via the Participant Portal.  

The use of the Participant Portal led to a modification in the procedure for the evaluation of applications that is important for the applicants. Once the deadline has expired, the Commission will examine the eligibility of all Hercule III applications as well as the applicant's operational and technical capacity to implement the action for which a grant is requested. For each call, an Evaluation Committee will subsequently assess the applications in the light of the four award criteria and the Evaluation Committee will establish a ranking of the best applications that will be recommended for a grant. It is only at that moment that the Commission will examine the financial capacity of the recommended applications and will contact the applicants to obtain additional information, such as the legal status of the applicant ("Legal entity") and information on the bank accounts ("Financial Identification").
