New EC guidance note on selection of bodies implementing FIs

The European Commission has published a new guidance note, which applies to financial instruments using the European Structural & Investment Funds (ESIF).

Managing authorities that use financial instruments as a tool for achieving the objectives of an ESIF programme can either undertake implementation tasks directly, invest in the capital of a newly created or existing legal entity, or entrust implementation tasks to other bodies. In the latter case, the EU legislation provides different possibilities for entrusting financial instruments implementation tasks.

This guidance note aims at providing clarifications about these possibilities, including designations of the EIB and the EIF, or other international organisations, or "in-house" awards (where a public entity is owned and/or controlled by another public authoity), as well as explaining the conditions for award procedures and the criteria for selection and award.
