The 2013 CAP reform introduced new rules for olive oil, beef and veal and the arable crops sectors. In particular, the new rules allow producers to jointly commercialise these products if certain conditions are fulfilled, including that their cooperation creates significant efficiencies.
The Commission has prepared draft guidelines about potential competition issues arising in the implementation of these new rules. These guidelines are meant to ensure consistency across EU Member States and to help producers, authorities and courts implement the new rules by addressing practical and technical issues raised by the new rules.
The Commission has invited all stakeholders to comment on the draft guidelines and provide input or raise questions on the implementation of these new rules. This consultation aims at identifying issues which can hinder and/or facilitate the implementation, as well as give concrete answers to certain questions set out in the draft guidelines.
In the light of the submissions received, the Commission will then review its proposal, with the aim of adopting final guidelines by the end of 2015.
In the framework of this consultation the Commission organised a conference for stakeholders, national competition authorities and ministries of agriculture during which it presented the draft guidelines and discussed them with the participants.
