The Youth Parliament of Oslo is a unique concept in that it allows many young people to play an active part in a democratic decision-making process, planned and carried out to a large degree by the young people themselves. The young people experience the political process in the real world; they point out challenges in their local environment and discuss the solutions, both with other young people and with politicians. They select five issues for discussion and these issues are handed over to the City Council, together with the minutes from the Youth Parliament. The five issues selected are then treated in the City Council like any other issue. The Central Youth Council of Oslo is responsible for following up the issues (lobby). Sometimes the City Council takes positive action on the issues to emerge from the Youth Parliament. The concept can be arranged with a low-cost budget, and can be readily adapted to different contexts.
The group of project participants actively planned and created the content of the film. As they were active participants in the Youth Parliament, they needed an external film producer and therefore they struck an agreement with a local film school for young people who have dropped out of school.
The project participants were also responsible for distributing the film in courses, information meetings and through the post. The film will be distributed locally, nationally and Europe-wide.
