Since 1993, the Treaty establishing the European Community includes a legal basis on youth. Since the Treaty of Lisbon the legal basis for youth policy is the new and extended article 165 TFUE which, foresees that the EU action shall be aimed at […] "encouraging the development of youth exchanges and of exchanges of socio-educational instructors, and encouraging the participation of young people in democratic life in Europe".
Based on a White Paper on Youth of 2001, the Council established a framework for European Cooperation in the youth field.
The current cooperation is based on a Commission Communication presenting a new "EU Youth Strategy" and has been agreed by the Council in its Resolution "A Renewed Framework for European Cooperation in the youth field (2010-2018)" adopted on 27.11.2009.
The Council adopted a Recommendation on the Mobility of Young Volunteers across the EU
(2008).
The Council also often adopts conclusions and resolutions in the field of youth. They can be found on the public registerof the Councils documents.
