YOUTH IN ACTION PROGRAMME

Youth in Action is the new EU Programme in the field of youth, which will be implemented from 1 January 2007 until 31 December 2013 with a total budget of 885 million euros. It is the successor of the YOUTH Programme (2000-2006).

The Youth in Action Programme makes an important contribution to the acquisition of competences and is therefore a key instrument in providing young people with opportunities for non-formal and informal learning with a European dimension.

The Youth in Action Programme is a programme for all. It encourages the involvement of young people with fewer opportunities and addresses young people aged between 13 and 30.

This Programme is the result of a large consultation with the different stakeholders in the youth field and is the response to the evolutions in the youth sector at European level. It aims to inspire a sense of European citizenship among the youth of Europe and to involve them in constructing the future of the Community.

In order to achieve its objectives, the Youth in Action Programme foresees five operational Actions:

  • Action 1 - Youth for Europe: supporting exchanges and youth initiatives and encouraging young people's participation in democratic life;
  • Action 2 - European Voluntary Service: encouraging young people to take part in a voluntary activity abroad that benefits the general public.

  • Action 4 - Youth Support Systems: promoting the development of exchange, training and information schemes;

  • Action 5 - European Cooperation in the youth field contributing to the development of policy cooperation in the youth field.

PROGRAMME GUIDE


Conditional publication of the Programme Guide
The Commission’s proposal relating to the Youth in Action programme for the period 2007-2013 was adopted by the European Parliament and Council on 15 November 2006. To enable prompt implementation of this programme and to enable potential beneficiaries of Community grants to prepare their proposals the Commission has decided to publish the provisional version of the Programme Guide including detailed information on the implementation of the programme.

Precautionary Clause
The implementation of the Youth in Action Programme in 2007 as described in the Programme Guide is subject to the following conditions, the meeting of which is not dependent on the Commission:
- the adoption of the annual work plan relating to the Youth in Action programme and
- the adoption of the 2007 budget for the European Union by the budgetary authority.

Furthermore, the references in the Programme Guide to the EAC Executive Agency are subject to the adoption of a decision of the Commission, extending the mandate of the EAC Executive Agency in order to cover the new Programmes.
