|Objective of Agreement|
|To ensure in a transparent and non-discriminatory manner that producers and suppliers of services of the 2 parties enjoy reciprocal access to contracts for products and services awarded by telecommunications operators.
|It provides for a mutual opening of procurement by telecommunications operators through granting an exchange of national treatment.
It applies to laws, regulations and practices affecting procurement by the parties' telecommunications operators and to the award of all procurement contracts by such operators -a list of the operators covered is annexed to the agreement.
In Israel a price preference provision of 15% in favour of Israeli products will not apply against EC bidders.
In the EU the provisions of Article 36 of the Utilities Directive (93/38 EEC) will not be applied against tenders comprising products of Israeli origin.
Adopted together with the Agreement on government procurement. Both agreements are build on the close political and economic relationship established between Israel and the EU under the Association Agreement thus making a concrete contribution to the region's economic development and political stabilization.|
