|To promote the continuous and balanced strengthening of trade and economic relations between the Parties and to establish progressively a customs union.|
|Agreement establishing a customs union and paving the way for Turkey’s eventual accession to the Community.
It comprises 3 stages:
* a preparatory stage (+/-5 years);
* a transitional stage involving the establishment of a customs union (12 years); and
* a final stage.
The customs union covers all trade in goods including agricultural products.
The Agreement covers the prohibition of all discrimination on grounds of nationality (Article 9). It contains many references to the EEC Treaty as the model, for example, for progressively securing (Article 12) freedom of movement for workers (Articles 48, 49 and 50 EEC).
The Association Council adopts decisions by unanimity. It has the power to take decisions with a view to achieving the objectives of the Agreement (Articles 22-23). It may set up ad hoc committees (Article 24) and also settle disputes (Article 25). On 30 September 1991, following a five-year gap, the Association Council resumed its activities. A steering committee was set up in 1993, reporting to the Association Council, to expedite completion of the customs union.
A Customs Union Joint Committee was created by Decision 1/95 of the Association Council. There is also a Customs Cooperation Committee. Since 2002 Community assistance to Turkey has been merged under a single financial cooperation instrument. The annual allocation for 2002-2006 is in the order of EUR 177 million.
