Objective of Agreement
This Agreement between the Community and Switzerland is aimed, on the one hand, at liberalising access by the Contracting Parties to each other's transport market for the carriage of passengers and goods by road and rail in such a way as to ensure the more efficient management of traffic using routes which, from a technical, geographical and economic viewpoint, are most suitable for all the modes of transport covered by the Agreement and, on the other, at laying the basis for a coordinated transport policy.
Remarks
Following rejection of the EEA Agreement in a referendum, the only way of mitigating the impact of the no vote was the conclusion of bilateral agreements. Seven sectoral agreements were adopted simultaneously guaranteeing a package of mutual interest based on a sound balance of advantages for both sides. To protect against the elimination of any of the seven agreements by referendum, they were adopted by the “Package approach”. Each one of them contain a common clause stipulating simultaneous entry into force and application in their entirety. All seven agreements cease to apply in the event of non-renewal following the initial 7-year period or termination. The aim of this Agreement is to lay down the basis for a coordinated transport policy and the same conditions of access to the occupation of road haulage operator, while respecting the principles of non-discrimination, reciprocity and free choice of operator. The Agreement is also aimed at liberalising access by the contracting parties to each other's transport market for the carriage of passengers and goods by road and rail in such a way as to ensure the more efficient management of traffic using routes which, from a technical, geographical and economic viewpoint, are most suitable for terrestrial modes of transport. The Joint Committee known as the "Community/Switzerland Inland Transport Committee” will carry out the duties of the former "Community/Switzerland Inland Transport Committee” set up under Article 18 of the 1992 Agreement between the European Economic Community and the Swiss Confederation on the carriage of goods by road and rail (OJ L 373, pp. 28-46, 21/12/1992).
