Objective of Agreement To promote by every possible means the development of their mutual relations to develop their cooperation on trade, investment, finance and technology, among other spheres.
Remarks Replaces the Trade Agreement signed in 1973. It is a "third generation" agreement containing references to democratic principles and observance of human rights. The democratic basis of cooperation is mentioned in Article 1. It contains a future developments clause in Article 24. Cooperation is of the widest possible kind and the future development clause allows for further broadening. The economic provisions cover the expansion of cooperation (involving economic agents of all kinds), investment promotion and technology transfer. Social issues, public health, government, food, rural development and the environment are also covered. The EC supports the regional approach and hence the Mercosur integration process. Provision is made for supporting the diversification of Uruguay's productive base and for protecting the environment (references to erosion, reafforestation and urban growth). Emphasis is placed on cooperation in science and technology (biotechnology, new materials, microelectronics, information technology, natural resources and sharing of know-how) and in the tertiary sector. Article 10 contains the MFN clause. The contracting parties each retain all their respective powers, but the Agreement enjoys legal precedence (Article 22). Two annexes forming an integral part of the Agreement comprise an exchange of letters on shipping and a unilateral Community declaration on the GSP. Trade relations relating to textiles were liberalised when Uruguay joined the WTO. Since the conclusion of this Framework Co-operation Agreement between the European Community and Uruguay, the bilateral relationship has developed and the furthering of relations with the EU has become an important priority of Uruguayan foreign policy. The mutual relationship is very strong in economic, but also in political, as well as environment, science and technology, the administration, regional integration and in cultural terms. To this end must be added the 1995 the EU-Mercosur Framework Co-operation Agreement whose main objective is the preparation of an inter-regional association agreement. Since then, the relations EU-Uruguay have taken on a new dimension. Uruguay is an active partner in EU-Mercosur negotiations, which aim to intensify political and co-operation ties between both blocs and establish a free trade area. The Fifth European Community-Uruguay Joint Committee was held in Montevideo on 14 November 2005. The meeting covered the whole spectrum of bilateral relations. In this context the parties discussed issues of mutual interest as well as trade aspects of the bilateral relationship.
