Objective of Agreement To promote overall cooperation between the Contracting Parties with a view to contributing to the economic and social development of Syria and helping to strengthen relations between the Parties. To this end provisions and measures will be adopted and implemented in the fields of economic, technical and financial cooperation and of trade.
Remarks Comprehensive cooperation agreement. The trade provisions were implemented on 1 July 1977 by an Interim Agreement (see OJ L 126/77). This Agreement should soon be replaced by a Euro-Mediterranean Agreement similar to those concluded by the European Community with its Mediterranean partners (Barcelona Process). Whereas the Euro-Mediterranean Agreements with the other partners have already entered into force or at least been signed, the negotiations with Syria were only completed in October 2004. The main point of contention was weapons of mass destruction, on which an arrangement was only agreed in September 2004. The Agreement is currently being examined with a view to its approval by the authorities of both parties. The Association Agreement, once in force, will complement current provisions for duty-free access to the EU market for manufactured goods. The agreement requires Syria to open up its market gradually over a period of 12 years, by reducing and ultimately dismantling tariffs. Regarding agriculture and services, liberalisation is planned in progressive stages.
