Objective of Agreement - To provide an appropriate framework for the political dialogue between the Parties allowing the development of close relations between them in this field; - to promote trade and investment and harmonious economic relations between the Parties based on the principles of market economy and so to foster sustainable development in the Parties; - to strengthen political and economic freedoms; - to support Russian efforts to consolidate its democracy and to develop its economy and to complete the transition into a market economy; - to provide a basis for economic, social, financial and cultural cooperation founded on the principles of mutual advantage, mutual responsibility and mutual support; - to promote activities of joint interest; - to provide an appropriate framework for the gradual integration between Russia and a wider area of cooperation in Europe; - to create the necessary conditions for the future establishment of a free trade area between the Community and Russia covering substantially all trade in goods between them, as well as conditions for bringing about freedom of establishment of companies, of cross-border trade in services and of capital movements.
Remarks Agreement of 3rd generation, relatively complete. Agreement of the same type concluded in December 2004 with: Armenia, Georgie, Kazakhstan, Inhabitant of Kyrgyzstan, Moldova, Uzbekistan, Russia, Tajikistan, Turkmenistan. In addition to political dialogue and the future developments and human rights clauses, Title VII is devoted to cooperation in areas relating to democracy and human rights. The following subjects are covered: - Title I: general principles - Title II: political dialogue - Title III: trade in goods - Title IV: provisions affecting business and investment - Title V: legislative cooperation - Title VI: economic cooperation - Title VII: cooperation on matters relating to democracy and human rights - Title VIII: cooperation on prevention of illegal activities and the prevention and control of illegal immigration - Title IX: cultural cooperation - Title X: financial cooperation in the field of technical assistance - Title XI: institutional, general and final provisions. Annexes 1 and 10 and Protocols 1 and 2 forms an integral part of the Agreement. Protocol 2 deals with the customs union. Another Protocol was added to enable Austria, Finland and Sweden to become parties to the agreement (OJ L283 of 09/11/2000, p.19). This Agreement replaces the Agreement between the European Economic Community and the European Atomic Energy Community and the Union of Soviet Socialist Republics on trade and economic and commercial cooperation signed in Brussels on 18 December 1989.
