Objective of Agreement To secure reciprocal, transparent and non-discriminatory access of the Parties' suppliers and service providers to purchases of products and services, including construction services, by telecommunications operators, railway operators, entities active in the field of energy other than electricity and private utilities of both Parties.
Remarks Following rejection of the EEA Agreement in a referendum, the only way of mitigating the impact of the no vote was the conclusion of bilateral agreements. Seven sectoral agreements were adopted simultaneously guaranteeing a package of mutual interest based on a sound balance of advantages for both sides. To protect against the elimination of any of the seven agreements by referendum, they were adopted by the “Package approach”. Each one of them contain a common clause stipulating simultaneous entry into force and application in their entirety. All seven agreements cease to apply in the event of non-renewal following the initial 7-year period or termination.

This Agreement is intended to supplement and broaden the scope of reciprocal commitments under the Government Procurement Agreement (GPA) signed on 15 April 1994 in Marrakesh within the WTO framework. Based on the principle of non-discrimination and enshrining a liberalisation agreement, this Agreement is intended to secure reciprocal access to purchases of products and services, including construction services, by telecommunications operators, railway operators, entities active in the field of energy other than electricity and private utilities of both parties.
