Clean Vehicle Portal

The European Commission launched an easy-to-use website on 3 December 2010 to help public authorities and other interested parties to choose the cleanest and most energy-efficient vehicles available. The Clean Vehicle Portal will serve as a valuable tool, as Directive 2009/33/EC on the promotion of clean and energy-efficient road transport vehicles  requires that from 4 December 2010 each purchase of vehicles for public transport services should take into account their energy consumption, CO2 emissions and pollutant emissions. This new portal provides information on legislation for clean and energy-efficient vehicles at the EU level and in all Member States; it provides access to technical data thus making it the largest vehicle database in Europe; and it facilitates joint procurement.

Clean Vehicle Portal

Public procurement is a key high visibility market which can effectively help to promote and stimulate a broader market introduction of clean vehicles and to prompt industry to invest in and develop this type of vehicle. It is expected to contribute to reducing costs through economies of scale.

The Clean Vehicle Portal has been set up to support public procurement of vehicles as well as help private users in buying a cleaner and more energy efficient car. The portal uses Europe's largest vehicle database and provides consumption and emission data of vehicles, as required for the calculation of lifetime cost. It features an online calculator to carry out lifetime cost calculations for the vehicles chosen. An internet forum allows procurers to team up to joint procurement calls. This should allow aligning and bundling purchases of vehicles to achieve economies of scale with larger volume.

The portal offers communication facilities and institutional information linked to the public procurement activity, including:

  • Procurement rules on national, regional and local level for the whole EU
  • Information on support programmes for clean and energy efficient vehicles
  • Links to other web-resources (including connection with TED: Tenders Electronic Daily, online version of the EU Official Journal supplement dedicated to public procurement).
  • Interactive features for joint procurement of public procurers of vehicles.

The portal is launched in three languages (English, French and German) and will be extended in early 2011 to all official languages of the EU Member States and candidate countries.

The functionalities of the portal, defined by DG MOVE, has been developed through a contract of the Commission supervised by the Executive Agency for Competitiveness and Innovation (EACI).
