In September 2005, on the occasion of the EU-China Summit in Beijing, a Memorandum of Understanding has been signed on the setting up of an EU-China Dialogue on Strategies in the transport and energy sectors between DG TREN and the Chinese National Development and Reform Commission (NDRC).

The first meeting took place in Brussels at the end of March 2006. The dialogue helps to have a clear view on the future collaboration between the EU and China and is essential for the promotion of the economic development and trade between the EU and China. The following areas of future dialogue and cooperation should be given priority: transport and environment; transport safety and security; maritime transport and civil aviation. A second dialogue meeting should take place in Beijing in the first half of 2007, this meeting being prepared by meetings at technical level before.

In relation with the aviation sector, an EU-China Aviation Summit took place on 30 June-1 July 2005. For the EU, the reinforcement of the aviation relations with China is a key priority. Negotiations on a horizontal agreement have been started in December 2005.

In relation with the maritime sector, an EU-China Maritime Agreement was concluded in 2002. Implementation meetings are conducted on a regular basis. There is indeed an existing well-established co-operation in the sphere of maritime transport

In the field of satellite navigation, in 2003, an EU-China Agreement on cooperation in satellite navigation was concluded, China becoming the first third country having joined the Galileo Agreement.
