In June 2003, a high-level group chaired by Karel Van Miert, published a report calling for more resources to be put into the development of the trans-European transport network (TEN-T), particularly in view of the forthcoming enlargement of the Community. The group proposed a new approach based on mobilising and coordinating the investment needed by means of appropriate structures, with a view to completing a series of priority projects by 2020.
