Casualty reduction strategies should be based on a full understanding of the real-world need under European conditions and their effectiveness should be properly evaluated. However, there is no co-ordinated mechanism available to the Commission to provide a suitable resource with which to support new safety actions and to provide feedback.

The lack of this mechanism was a reason that the RTD project PENDANT (Pan-European Co-ordinated Accident and Injury Database) was initiated.

One of the tasks of PENDANT is called "Accident reconstruction and collision severity assessment guidelines". In this task a database has been developed, which includes the main information about available public domain crash tests (Euro-NCAP, etc). This database provides available information about the acceleration characteristics of the vehicles, occupants and injury criteria as well as intrusion data with well documented photographs for deformation assessment.

These data can be used as a reference that will help the accident instigator to determine the parameters of real-life accidents more accurately.

Data may not be sold, copied, or used commercially except for scientific purposes or for the preparation of accident reconstructions.
