Enforcement
Enforcement of traffic rules means making sure that they are being applied. Different aspects or stages are part of enforcement:
- Checks to find violations of traffic rules and
- Sanctions imposed on violators of the rules: Sanctions can be imposed in different ways, for instance directly on the spot (e.g. on-the-spot-fines), automatically as a follow-up of checking violations (e.g. by automated speed cameras), by separate administrative decisions or by court decisions.
Commission calls for better enforcement of road safety rules
The European Commission proposed on 22 October 2003 a package of measures aiming at improving road safety through a better enforcement of road safety rules. The package includes a proposal to update and enhance existing common rules for standard checking procedures in the professional road transport sector as well as a recommendation to Member States on enforcement of road safety measures. Best practise experiences show that if traffic rules were thoroughly checked and sanctioned, more than 14 000 lives could be saved and 680,000 injuries avoided on European roads each year. This would go a long way towards achieving the Union's objective of halving the number of road deaths by 2010.

In order to assess the possibility for further action on EU level, the Commission published a consultation paper on the subject of cross-border enforcement (Respecting the Rules Better Road Safety Enforcement in the European Union; Annexes to the public consultation document).
The consultation process was concluded on 19 January 2007.
