3rd railway package adopted

On 23 October 2007, the European Parliament and the Council of Transport Ministers adopted the legislative proposals making up the third railway package: market opening for international rail passenger services, rail passenger rights and obligations as well as the certification of train drivers. The adoption of these legal acts is an encouragement addressed to the rail sector to become a more competitive and user-oriented mode of transport.

In a nutshell, the Directive on certification 2007/59/EC introduces a European driver licence which will make it easier for train drivers to circulate on the entire European network (and not just on their home network as is the case now). The Directive 2007/58/EC introduces open access rights for international rail passenger services including cabotage by 2010. The Regulation (EC) N° 1371/2007 on rail passengers' rights and obligations sets out minimum quality standards that have to be guaranteed to all passengers on all lines, while long-distance travellers will enjoy a wider range of rights.

The legal acts of the 3rd railway package were published in the Official Journal N° L 315 of 3 December 2007. The two Directives entered into force on the day following their publication. The Regulation will enter into force two years after its publication.

At the same time but not part of the 3rd railway package the Regulation (EC) N°1370/2007 of 23 October 2007 on public passenger transport services by rail and by road was published in the Official Journal N° L 315 of 3 December 2007.
