Licenced Railway Undertakings
The following railway undertakings have a licence based on national law, for train operations outside the scope of Directive 95/18/EC. Several have applied for a licence under this Directive, that upon issuance will be duly notified.

SAFETY CERTIFICATES
All Railway Undertakings mentioned above or notified earlier are in possession of a safety certificate under existing national law, issued under principles of national law. The exceptions are Shortlines, as it has suspended operations, and Connex Cargo, as it is still starting up operations.
The following Railway Undertakings with a foreign licence are in possession of a safety certificate for the Netherlands rail network that extends beyond border stations:
- DLC (Dillen & Lejeune Cargo, Belgium) - HGK (Hafen und Güterverkehr, Köln, Germany) - Rail4Chem (Germany)
