Administration

The Commission has requested a European consortium, lead by NEA (NL), to make an overview of the administrative and institutional framework put into place to monitor the EU-rail acquis in the European Union, the EEA and Switzerland. The Country monograph for Estonia contains information on e.g. the organisation of rail transport, the separation of essential functions as well as information on the main organisations involved (Situation October 2005) -  Country Summary.

The proposal for a Directive on the gradual opening up of the market for international passenger services by rail is one of the proposals of the third railway package, adopted by the Commission on 3 March 2004. Steer, Davies & Gleave has carried out an extended impact assessment to evaluate a the consequences of the introduction of market opening in this sector. This assessment also included an overview of the regulatory regimes for passenger transport by rail in each of the EU Member States. The country report for Estonia contains information on institutional and regulatory arrangements for passenger transport by rail.

The network statement has been published by the Estonian infrastructure manager in Estonian (Part 1, Part 2, Annex 1, Annex 2) and in English (Part 1).
