As a contribution to reaching a compromise, a provision was introduced into the framework Regulation committing the Commission to present a report on the financing of aviation security with the aim of identifying any shortcomings and accompanied, if appropriate, by a legislative proposal.
The fact-finding for the report revealed that security charges are set in most Member States at the level of airports and without sufficient safeguards ensuring non-discrimination, transparency, cost-relatedness and consultation of airport users. The Commission therefore undertook a legislative initiative, in the form of a proposal for a Directive, to address these shortcomings.
