An EU Horizontal Aviation Agreement was initialled on16 September 2009 which restores legal certainty to the bilateral air services agreements between Bangladesh and 8 EU Member States. However, in order to resolve all legal issues at stake, some additional changes need to be introduced. This process is underway with the objective to conclude the agreement as soon as possible.
The agreement will modernise the legal framework for air services between Bangladesh and the EU and establish for the first time a direct legal relationship between Bangladesh and the EU in the field of civil aviation. Most importantly, it will remove nationality restrictions in the bilateral air services agreements between EU Member States and Bangladesh and therefore allows any EU airline to operate flights between Bangladesh and any EU Member State where it is established and where a bilateral agreement with Bangladesh exists and traffic rights are available.
The agreement constitutes an important step towards further strengthening the aviation relations between the EU and Bangladesh.
