Short Sea Shipping
Customs Procedures for Short Sea ShippingThe Commission presented in May 2002 a Staff Working Document to provide a practical Guide to different customs procedures that are applicable to Short Sea Shipping. The aim is to give concise information on the obligations and possibilities under the current EU customs rules. The Guide should also demonstrate to any potential user of Short Sea Shipping that customs procedures are not that complex and do not constitute a real barrier to using Short Sea Shipping The Commission has consulted the Member States and European Industry associations on the Guide during autumn 2002 and spring 2003. The first analyses of the contributions indicated that concrete problems associated with the general EU Customs rules might be less numerous than was earlier thought. The main comments focused on the so called 'Authorised Regular Shipping Service', which is a service authorised by the Customs to carry Community goods between two Member States with minimum formalities. Indeed, this service can be compared to a road bridge with as little Customs formalities as in road transport.

corrections are incorporated in the text of
Working
Version 3
of the original
Guide. To address questions surrounding this Authorised Regular Shipping Service and its practical application, the Commission presented in March 2004 a Working Document explaining the modalities of the service and the procedures on how to become an Authorised Regular Shipping Service. The Document gives a direct response to the shipping industry by making the service more known and accessible to companies that could benefit from it.
