Mid-Term Review of the Programme for the Promotion of Short Sea Shipping
The present Communication presents the progress achieved under the 2003
Programme for the Promotion of Short Sea Shipping. It analyses and evaluates
the effectiveness of the 14 actions that were introduced in 2003 to enhance
the efficiency of Short Sea Shipping and overcome obstacles to its
development. It also shows the way forward by retargeting certain original
actions.

The Communication
presents progress achieved under the established Community policy to promote
Short Sea Shipping since the last Progress Report of 1999. It recaps the
most significant developments both at Community and national levels that
have contributed to the development of Short Sea Shipping.

Short Sea Shipping is an
obvious choice to play a key role in reaching the targets of the Commission
White Paper on European Transport Policy for 2010: it can help curb the
growth of road transport, rebalance modal split, bypass land bottlenecks and
provide sustainability and safety. The present Programme for the promotion
of the mode aims to target the Community, national, regional and industry
efforts on 14 actions that can be envisaged to further develop Short Sea
Shipping at political, legislative, technical and operational levels.
The Programme intends to intensify work on ongoing actions (such as
implementation of relevant legal frameworks, facilitation of Short Sea
Shipping, overcoming obstacles to its development and improving its image).
Furthermore, it incorporates certain planned actions (such as Motorways of
the Sea, computerisation of customs procedures, targeted RTD, and one-stop
administrative shopping) in the promotion policy.
