The European shipping industry is of major strategic and financial importance for Europe.

It manages the largest merchant fleet in the world and depends on a huge maritime cluster ashore.

Despite that, this industry suffers from a lack of qualified European seafarers.

In 2002, the shortage of officers was around 30,000, that is to say a deficit of 30% of the need to man the some 10,000 ships of this European fleet.

There is therefore a very acute need for seafaring skills and maritime expertise not only at sea but also ashore, as the seafaring profession is a key gateway to a multiplicity of interesting appointments in shore based  maritime activities.
