Green Paper

The European Commission opened the trans-European transport network (TEN-T) policy review on 4 February 2009 by publishing a Green Paper (COM (2009) 44 final), which refers to the TEN-T Policy development over the last 15 years, outlines the challenges for the next years and decades (in particular: contribution to the achievement of climate change objectives) and proposes options for the way ahead. This Policy Review is being carried out at the same time as the development of the EU common transport policy from 2010 onwards.  

The public consultation (4 February – 30 April 2009) on the TEN-T Green Paper generated a high level of participationfrom those with a stake in TEN-T development - representatives from Member States, regional and local authorities, industry, financial and research institutions, infrastructure users, non-governmental organisations, and individual users from EU Member States and outside the EU. After completing this public consultation, the Commission published a Summary Report dated 31 July 2009, summarising more than 300 contributions. The EU institutions and consultative bodies have also reacted to the Green Paper.
