COMMISSION INTERPRETATIVE COMMUNICATION

Commission Interpretative Communication of 25 March 2002 on Community driver licensing

1. Objectives:

This communication aims at establishing a coherent community approach to the problems relating to the absence of harmonisation in certain aspects of this field.
It also envisages to deminish the legal uncertainties both for the competent authorities as for the citizens.

2. Content:

The communication consists of two separate parts. The first part is of a purely descriptive kind and provides for a comparative view on aspects which are not harmonised in the field of driving licences. The second part is a systematic legal interpretation (taking into account principles of Community law and ECJ case law) and is to be considered the formal Commission opinion as regards various driver licensing constellations.
