Structure of the site

The section "Principles" will explain the general implications of Community driver licensing (notably of Directive 91/439/EEC on driving licences).
This will include, in particular, a description of the concept of the Community model driving licence, the various vehicle categories, the conditions for issuing and withdrawing licences, the principle of mutual recognition, as well as the situations in which Member States retain certain competences.

The next section, "Legislative initiatives", will make it possible to examine the development of Community legislation on driving licences. The reference text is Directive 91/439/EEC. However, this directive has been modified several times. The last modification was carried out by Directive 2000/56/EC of 14 September 2000.

This section will also describe mechanisms for legal cooperation in criminal matters in driver licensing, describing the Convention on driving disqualifications of 17 June 1998 (this Convention has not yet entered into force).
Furthermore, several judgements outlining the development of case-law as well as the position of the Court of Justice in this field will be discussed.

A section containing "Links" will provide for additional information points, notably in the Member States.

Another section "Frequently Asked Questions" will provide clear and practical solutions to problems often raised by citizens.

The last section "What's new?" will provide information on recent developments concerning driving licences and on work in progress.
