- Concession
- Alignment of the concession contract with the European Council decisions;
- Enforcement of the concession contract;
- Detection of non-compliances with the contract and settlement of associated penalties;
- Maximisation of value created from the use of the concession assets;
- Opportunity and right amount of cash flows from public financing to concession projects and from the concession holder to the Authority;
- Permanent adjustment of the concession to the strategic objectives for the concession assets that stem from public interests and to public service requirements;
- Contingency plans to be exercised in case of concession contract default;
- Analysis and management of risks associated with the concession contract and the concession assets;
- Reporting on compliance with the concession contract and the performance of the concession assets;
- Selection of new concession holder and negotiation of new concession contract, if necessary; and
- Concession-related relations and coordination with the concession holder, the EC and other institutions of the EU.
- Technical
- Technical coherence and integrity of the systems;
- Technical specification and certification of all components of the systems;
- Technical auditing of systems deployment and operations;
- Right to use all frequencies necessary to the test and operation of the systems;
- Identification of new mission requirements and steering of activities on the next generation of the systems (when applicable);
- Follow-up of satellite radio-navigation technology innovation;
- Strategic direction, coordination and appraisal of R&D activities on satellite positioning and navigation sponsored by the Authority or EC framework programmes and coordination with R&D programmes of the European Space Agency;
- Coordination of the Scientific and Technical Committee; and
- Technical relations and coordination with the EC, other institutions of the EU and other entities, such as the European Space Agency, the concession holder, non-European satellite radio-navigation systems, research institutions and industry agents.
- Security
- Establishes and manages a suitable permanent structure for the implementation of security-related decisions and the necessary security-related operational contacts;
- Ensures the compliance by the concession holder with instructions issued pursuant to Joint Action 2004/552/CFSP;
- Prepares the approval of the security annexes of industrial contracts;
- Contributes to the definition of the security specifications of the system and its components and to the standards of security for information techniques;
- Contributes to the definition of the cryptography which requires governmental approval;
- Ensures that the European GNSS signals/services are controlled in compliance with approved security criteria;
- Implements the tasks related to the role of European GNSS security accreditation authority, initiate and monitor the implementation of security procedures and perform system security audits;
- Contributes to the definition of specifications and instructions for manufacturing PRS (Public Regulated Service) receivers, in accordance with the policy of access to PRS defined by the Council;
- Contributes to the provision of guidelines for the implementation of PRS management rules in the Member States;
- Verifies compliance by the concession holder with international rules and agreements (e.g., Wassenaar, Missile Technology Control Regime and international agreements);
- Implements the relevant provisions for the exchange, handling and storage of classified information;
- Contributes to the development of coordination and consultation procedures on security-related matters with the Secretary-General of the Council of the European Union, High Representative for the Common Foreign and Security Policy;
- Contributes to the identification and preparation of information to the Council on possible measures that could be taken by the Council in the event of a threat to the security of the European Union or of a Member State arising from the operation or use of the system, or in the event of a threat to the operation of the system, in particular as the result of an international crisis;
- Contributes to the preparation of advice invited by the Council;
- Contributes to the preparation of advice on security policy issues in international agreements related to the European GNSS programmes;
- Provides secretarial support to the System Safety and Security Committee (3SC);
- Ensures safety and security-related relations with the concession holder, the EC and other institutions of the EU, Member States and third countries.
- Market Development
- Assessment of the evolution of the size and structure of the satellite-based navigation market;
- Monitoring of downstream markets to ensure non-discriminatory access to the systems, fair commercial conditions to drive penetration and competition;
- Streamlining of the Galileo value chain;
- Assessment of the projections of revenue from services;
- Assessment of the impact on the market of commercial and business development initiatives of the Galileo concession holder;
- Motivation and support to entrepreneurship for the development of new applications of the systems;
- Support to EC and Member States’ initiatives for the development and adoption of regulated applications, particularly in cases where legislative and regulatory measures prove necessary to enable pan-European applications;
- Regarding market oriented projects, appraisal of the 6th Framework Programme (FP), contribution to the definition of strategic guidelines for the 7th FP and corresponding implementation;
- Contribution to European radio navigation plans and follow-up of their implementation;
- Establishment of a data base of information on Galileo and EGNOS to inspire and facilitate the start-up of new ventures in downstream markets;
- Coordination with other satellite-based navigation systems and regulatory authorities for the development of the worldwide market; and
- Relations with innovation centres, user communities and other market agents.
- Finance and Administration
- Definition of the financial regulation, to be approved by the Administrative Board, and the respective implementation rules and their enforcement;
- Forecasting of the Authority’s annual revenue and expenditure and the implementation and control of the Budget;
- Accounting and financial management and reporting;
- Planning and operation of the Information and Communication Technologies (ICT) infrastructure;
- Implementation of administrative procedures related to the procurement of services and goods;
- Efficient utilization and maintenance of premises; and
- Financial and administrative (related to the affairs under its responsibility) relations and coordination with the EC, other institutions of the EU and other entities, such as the concession holder and financial institutions.
The Concession Department contributes to the fulfilment of the Authority’s mission, particularly regarding all matters related to the concession contract negotiation and enforcement and the use of the concession assets.

The Technical Department contributes to the fulfilment of the Authority’s mission, particularly regarding all technical matters related to the planning, design, development, operation and use of the satellite radio-navigation systems.

The Security Department contributes to the fulfilment of the Authority’s mission, particularly regarding all matters related to the safety and security of the GNSS systems. The Authority will be assisted by the System Safety and Security Committee (3SC) and the Security Department will work in close coordination with this committee.

Pedro Pedreira, Executive Director
Pedro Pedreira took up his post as Executive Director of the European GNSS Supervisory Authority in July 2005. At the time he was nominated by the GSA Administrative Board, Mr. Pedreira was Director of Business Development at Portugal Telecom. He started his career in C.P.R. Marconi, the Portuguese operator for satellite communications and joined the European Telecommunications Satellite Organization (Eutelsat) in 1982, having participated in the deployment of the first and second generations of the space and ground segments. In 1993, he returned to C.P.R. Marconi as Director of R&D (C.P.R.M. was later incorporated in the Portugal Telecom Group). Mr. Pedreira holds a degree in electrical engineering, an MBA and a Masters Degree in management.
Hermann Ebner, Head of the Technical Department
Hermann Ebner has led the GSA Technical Department since February 2006. He has 22 years of experience in the space industry leading engineering and technical management teams in the areas of remote sensing and navigation engineering for EADS Astrium and Dornier satellite systems. Mr. Ebner also served as Procurement Manger of the microwave payload on ENVISAT as well as Navigation Engineering Division Head where he managed a team of 30 engineers and was the technical interface to Galileo Industries. Mr. Ebner holds a degree in communication engineering from the Technical University of Vienna and a Doctorate in Electrical Engineering from the Institute of High Frequency Techniques at the Rheinisch Westfälische Technische Hochschule in Aachen, Germany.
Carlo Des Dorides, Head of the Concession Department
Carlo des Dorides was Head of the Concession Division at the Galileo Joint Undertaking (GJU) prior to taking up his current position at the GSA. Before working on Galileo he was Director of Programs and Engineering at ENAV (Ente Nazionale Assistenza al Volo spa). From 1990 to 2001 he was Program manager for major satellite telecommunication projects and then Head of Unit, Advanced Telecommunication Programs at Alenia Aerospazio S.p.A., in Rome and prior to that he worked as System Engineer at Honeywell-Bull spa, in Milan. Mr. des Dorides has a degree in engineering from the University of Rome and an MBA from CUOA, Vicenza, Italy.
Gian Gherardo Calini, Head of Market Development
Gian Gherardo Calini took up his post as Head of Market Development of at the GSA in December 2006. Prior to joining the GSA, he held senior marketing and business responsibilities in the transportation and service industries. He built his management experience working for McKinsey & Company, Procter and Gamble and Citibank, where he held marketing and business development positions. Mr. Calini has a Masters Degree in Economics and Law from the University of Rome and an MBA from Insead.
Frédéric Lassalle, Head of Finance and Administration
Frédéric Lassalle took up his post in February 2006. Before joining the GSA, he was Sales Finance Director and Head of Credit Management, and served as interim Vice-President for Controlling and Accounting for Avions de Transport Régional GIE in Toulouse, France. Prior to that he developed Trade and Project Finance activities for Credit Agricole Indosuez, Banque Française du Commerce Extérieur and the French Trade Commission in Hanoi. Mr. Lassalle is an alumni of Ecole Supérieure de Commerce de Rouen and holds a Post Graduate degree in Economy from the Université Paris II.
Heike Wieland, Head of the Legal Office
Heike Wieland has been Head of the GSA Legal Office since February 2006. She developed her fields of specialisation, which include international technology projects and transfers, venture capital for new technology projects, aviation law and legal risk management, through her work as Senior Legal Counsel at EADS Deutschland, GmbH, Defence and Security Systems from 2002 to 2006. Prior to that, Ms. Wieland was a self-employed attorney at law for over a decade, focusing in particular on German-Italian activities. She holds a law degree from the University of Passau, Germany and has been a member of the German bar (Munich) since 1990.

Scientific and Technical Committee
The Scientific and technical committee will assist the GSA in technical questions and in the modernisation of the system. It is planned to set up the committee in the second half of 2007.
