Financial support for implementation
The European Community has over the years financed several projects in the field of air traffic management (ATM) through the framework programmes for research and technological development or through the programme of implementation of infrastructures called Trans-European Networks for Transport (TEN-T). The GALILEO project is one of these.
These programmes represent the Community financing tools for the development and implementation of a future European system for air traffic management to enable the creation of the Single European Sky. The creation of this system will have to be co-ordinated with the Member States and the other European international organisations (such as EUROCONTROL and EASA). The ATM industry’s SESAME initiative will have a central role in the implementation of the Single European Sky within the Seventh Framework Programme.
TEN-T
The TEN-T programme represents an important financial instrument to support the implementation of an effective trans-European network encompassing national ATM systems, by promoting more particularly the interoperability, interconnectivity and technological development, focusing on
- elimination and/or the relief of the important bottlenecks of the network where the lack of capacity develop
- development and implementation of the new generation of network components to supply of uniform and significant increases in capacity.

Research
The European Community has also contributed to RTD activities combining capabilities of multinational consortia. They unite interested parties such as industry, research institutions and users in the Member States and a number of third countries which are eligible to take part in the research programmes of the EU.
The Aeronautics and Space programme is a major element of the 6th Framework Programme with a budget of 1075 M€, equalling about 8% of the total 6th Framework Programme funds. The aeronautics part comprises four main themes: strengthening competitiveness; improving environmental impact; improving aircraft safety and security; and increasing operational capacity and safety of the air transport system. Directorate-General for Energy and Transport is leading the RTD on ATM and airports in the fourth theme with a budget of 100 M€. The emphasis is on new generation ATM through 'Co-operative ATM' and airport efficiency and advanced surface movement guidance and control systems through 'Airport of the Future'.
The RTD approach is to incorporate advanced data link applications, future high precision navigation systems and on-board or ground based automation tools in order to:
- Enable a transfer of responsibility between the on-board and ground systems to meet projected growth of en-route air traffic;
- Maintain safety at least at today’s level or better according to projected traffic growth;
- Reduce environmental effects in and around the airports by a 50% reduction of perceived noise ;
- Increase the maximum operational capacity of each airport;
- Maintain the maximum operational capacity of the airports under all weather conditions
