Our internal rules go further than the EPACA code and spell out in great detail the transparency measures that our consultants must observe. Burson-Marsteller supports the introduction of a mandatory register of all interest groups working with the EU institutions.

Alongside our expertise in public affairs B-M also has expertise in media, digital, corporate and crisis communications services. We help public and private sector clients achieve their strategic communications goals. We have an evidence-based approach to communications, driven by data from the outset.
B-M does not attend any consultative committees in its own right. Our clients may attend such committees and we may attend with them on their behalf as necessary. In the latter cases this would appear in a clients' registry entry as such.

Time allocated corresponds strictly to the definition set out in the transparency register guidelines for direct and indirect lobbying. In the interest of transparency, to which we are committed, where in doubt we have assumed an activity is lobbying even if an alternative interpretation is possible.
All our employees are involved in activities covered by the register but not entirely so. Hence the percentage indicated relates to lobbying (direct and indirect) and the identification of the externalisation of effort, as under the guidelines.

Burson-Marsteller Brussels has tried to take a very responsible approach to its ETI registration. Outlined below are the details of the approach taken.
To determine our total turnover linked to lobbying the EU institutions we:
1.started with our total turnover for 2014
2.deducted turnover generated by services completely unrelated to the EU institutions (e.g. Belgian public relations or international communications work) or which involved absolutely no contacts with any official or politician of an EU institution
3.deducted turnover generated by lobbying EU member state governments where it was distinctly identifiable as such (as this is not covered by the register).
4. We have also excluded from our list of clients those for whom we have worked exclusively in providing professional advice regarding EU competition cases, as these are specifically excluded from the register.
As indicated above, we have generally imposed a wide interpretation of what should be considered lobbying. If we were helping a client to engage with the EU institutions on an issue, we have generally counted all our efforts as lobbying (preparation, intelligence gathering, strategic advice, implementing contacts, designing advocacy advertising, etc.) even if some aspects of the work could be excluded from registration.
Since 2013 B-M has systematically introduced new clients into the register immediately once a contract is signed as is now required under the guidelines.
Burson-Marsteller conducts activities covered by the register only on behalf of our clients. Nevertheless, we have followed the current Register guidelines and declared all costs related to activities covered by the register for relevant clients.
