OTIE’S main objective is to realize statistic studies and documents of research in order to identify current issues of Tourism in the European Islands.
It was founded as no-profit association on the 2nd February of 2007 in Palermo, where Head Office is located. This organization was established to achieve a clear and yet complex objective, that is looking into and analyzing the situation of tourism in the European Islands. This institution is thus the result of excellent cooperation among several Chambers of Commerce on the Islands and collaboration from universities. The investiture in the Observatory permit a more accurate assessment of the current situation of tourism in the European Islands, therefore being able to inform higher authorities of the situation.
The Observatory is an organization in charge of surveying environmental and touristic activities on the Islands, in order to promote tourism and, in the meantime, to secure that the natural environment does not deteriorate with the flux of tourists.
Through a direct consultancy with the operators of the sector OTIE offers means of support for planning the territorial marketing policies, assistance and advice for communication activities. Furthermore, to realize its objective, OTIE cooperates with public organizations, local institutions, representative bodies with interests tied to the tourism sector, mass-media, schools and universities (in particular the University of Palermo). Consequently this allows OTIE to examine and enhance any existing activities in the tourism field, and devote its time to :
• Identifying the dynamics and particularities of the tourist supply and demand;
• Looking further into specific topics of interest;
• Informing organisms and operators about the market developments and evolutions;
• Explaining about new investment opportunities in the insular territories;
• Planning the tourist industry staff’s training days;
• Planning the trainings for public operators;
• Setting up and broadcasting the databases that concern the sector’s operators;
• Organizing intercultural exchanges;
• Giving suggestions and propositions concerning the strategies to pursue in planning as well as in the tourist politics;
• Publishing annual reports on the insular tourism.
OTIE is divided into four main bodies:
1) The President is the legal representative. It’s his responsibility to convene and chair the Assembly, The Directive Committee and The Scientific Technical Committee. Moreover, he coordinates the statistical studies and researches pertaining to tourism and the economic development in the European Islands.
2) The Assembly is composed of the founders, the associate members, and the ordinary members. The Assembly meets annually to discuss and deliberate on certain topics and future projects. It is their duty to elect the members of the Directive Committee.
3) The Directive Committee is composed of three members, plus the President and the Honorary President. It is their obligation to set the annual subscriptions; prepare the balanced sheets; establish delegations on the insular territories; propose modifications for the statute; decide whether the Observatory participates with other organisms, and decides on the members’ admission.
4) The Scientific Technical Committee is composed of the President, the Honorary President, and a further five to seven members appointed among Universities, research centres, statistic institutes, organisms, organizations, and professionals and experts from the tourism sector in the Euro-Mediterranean insular territories. The Committee manages data retrieval and research useful for reinforcing the development of insular economies. Furthermore, the Committee deals with programming projects and initiatives.

All of the bodies have a share in the development of the Observatory’s activity programme so that OTIE’s objectives can be successfully fulfilled.

Insuleur
OTIE ha avviato unacollaborazione tra i due organismi, per la creazione di un network che coinvolga le Università e le Camere di Commercio insulari, la realizzazione di una banca dati di indicatori statistici sul turismo e per l’elaborazione di progetti sul turismo insulare.

Assonautica Euromediterranea
L’Osservatorio è socio fondatore di Assonautica Euro-mediterranea, promossa da Assonautica Italiana, con lo scopo di attivare un insieme di progetti ed iniziative riguardanti la promozione e lo sviluppo della nautica e del turismo nautico, nonché del turismo crocieristico nei principali paesi euro-mediterranei.


La Rotta dei Fenici
Insieme ad Ibertur, all’Itinerario Europeo Rotta dei Fenici, all’Itinerario Route du Jasmine ed all’INEACEM, OTIE ha sottoscritto la costituzione del GEIE – Gruppo Europeo Interesse Economico – denominato “La Rotta dei Fenici”, con l’obiettivo di avviare delle attività a supporto degli itinerari culturali europei.
