PASOS (Policy Association for an Open Society) is a voluntary association of independent policy centres (think-tanks) from Central and Eastern Europe (EU new member states, South-East Europe, and Turkey) and the former Soviet Union (EU’s eastern neighbourhood and Central Asia), and other independent policy centres with a focus on transition issues facing the region.
PASOS is a vibrant regional platform, open to co-operation and partnerships to address key regional and international policy challenges. Since its launch in 2005, PASOS has grown from 23 members to comprise 56 independent policy centres spanning more than 28 countries.
Due to its geographic coverage, PASOS is well positioned to serve as an interface between policymaking communities in EU members and the countries of South-East Europe, Turkey, the EU's eastern neighbourhood, and Central Asia. PASOS combines a forward-looking Euro-Atlantic perspective with a strong focus on democracy and human rights, and economic development, and strives to facilitate the efforts of countries in the EU’s neighbourhood to catch up with the transition to a free society governed by the rule of law.
PASOS works to promote sustainable policy outcomes that address the considerable challenges facing the EU and neighbouring regions.
PASOS comprises member organisations from the PASOS region in combination with a Board elected by the members and a Secretariat that works to strengthen, co-ordinate and promote high-quality policy expertise on the whole region.
PASOS is an active, values-driven advocacy coalition, and a collaborative network of individual experts and teams of experts working across a wide range of policy fields pertinent to political and economic transformation.
Furthermore, PASOS takes a lead in setting quality standards in policy analysis and advocacy for values-driven policy change, backed up by analysis grounded in sound empirical research.
MISSION PASOS aims to promote and protect democracy, human rights and open society values – including the rule of law, good governance, and economic and social development – by supporting civil society organisations that individually and jointly foster public participation in public policy issues at the European Union level, in other European and global structures, and in the wider neighbourhood of Europe and Central Asia.
CORE VALUES PASOS generates policy knowledge and expertise by conducting evidence-based research, building local and regional capacities, and advocating for reform and innovation of national and international policy agendas at the EU level and in other international fora.

The PASOS Secretariat has only three employees. All of these could be engaged on project issues that might fall under the scope of the Transparency Register, but we often co-ordinate and commission projects - research, analysis and advocacy - from our members (as specified elsewhere in this Registry entry), so the number of persons engaged in these activities can be higher on a given project.

Standards-setting in ethical governance and policy work of think-tanks
This project’s objective is to produce professional quality benchmarks, and the ground rules for a set of guidelines, to govern policy work, so that a common set of standards applies to policy centres from different countries, in particular when working on joint projects. This will strengthen the credibility of policy institutes and enhance the quality of their policy work by increasing co-operation between policy centres and the trust of other stakeholders in their products. Two publications setting out respectively ethical principles governing think-tank work, and principles and standards in policy work, were published in 2011.

Regulation and registration of lobbying in Central and Eastern Europe
This project, managed by the PASOS Secretariat, comprised a multi-country comparative study of legislation regulating lobbying in several countries with the aim to provide efficient tools for making professional lobbying transparent. The project explored the possibility of a model legislative framework for lobbying, including private-sector lobbying and NGO/advocacy groups’ lobbying in the public interest, with a view to standardising regulations in line with the best legislative practice applied or under development. The country research focuses on Bulgaria, the Czech Republic, Romania, and Ukraine.
Understanding and Influencing EU Policymaking
PASOS is committed to supporting the professional development of independent think-tanks through providing training. This training, held in Brussels on 12 December 2011, was the first such training to focus on the workings of EU policymaking. The participants were staff from independent think-tanks in the PASOS network.

THE ROAD TO AN OPEN EUROPE. An Advocacy Handbook for Civil Society: Understanding and Influencing EU Policymaking in the Area of Migration and Visa Policies by Piotr Kaźmierkiewicz, ISBN 978-80-905105-4-8
Paving the road towards visa-free travel between the Eastern Partnership countries and the European Union www.novisa.eu A project, drawing on members' experience in the Western Balkans, designed to foster visa-liberalisation between all six Eastern Partnership (EaP) countries and the European Union (EU). The project’s activities include: • Comparative analysis of the experience of securing visa-free travel to the EU for other countries, and policy dialogue among key stakeholders in the EaP countries, and drawing up strategies to meet on a country-by-country basis the technical criteria in the visa dialogue process and an eventual European Commission action plan for visa-free travel. • Sparking policy dialogue and independent monitoring of progress towards meeting technical criteria, shaping governments’ policies, legal framework and institutions to modernise practices in the fields of border security, international co-operation on migration and organised crime, and other areas necessary to foster closer integration with the EU. • Advocacy at national and international level (EU member-states and EU institutions) for visa-free travel for EaP countries, including a strategy of promoting the positive benefits to EU members in terms of enhanced co-operation on security and cross-border crime.

PASOS was a member of the founding committee of the European Partnership for Democracy (EPD), and currently an associate partner of EPD, and on the Advisory Board of the UN Human Development Policy Network (Europe and CIS), an initiative of the United Nations Development Programme (UNDP) regional office for Europe and the CIS.
PASOS also served on the steering committee of DECIM (Donor Exchange Co-ordination and Information Mechanism), a joint initiative of the European Commission and the World Bank focusing on donor support to civil society in Central and Eastern Europe and Central Asia.
PASOS is also a member of DEMAS (Association for Democracy Assistance and Human Rights).
PASOS is also a member of the Central Eastern European University Network - Transition Studies World Applied Research (CEEUN-TSWAR), Venice. PASOS also serves on the Editorial Advisory Board of Europe's World, a quarterly policy journal published by Friends of Europe.
PASOS is a member of the Eastern Partnership Civil Society Forum, where it is one of the leading member networks. The Executive Director of PASOS, Jeff Lovitt, served as the co-Chair of the Forum in 2012.
