The Union of European Federalists (UEF) is a nongovernmental and supranational organisation dedicated to the promotion of a democratic and federal Europe.

It consists of 24 constituent organisations and it has been active at the European, national and local levels for more than 65 years. It was founded in 1946, shortly after World War II, with the belief that only a European Federation, based on the idea of unity in diversity, could overcome the division of the European continent that had caused the suffering and destruction of the two World Wars. Federalists believed that only a common effort of European citizens working towards this goal could create a peaceful and democratic Europe guaranteeing freedom and the protection of human rights.

The aim of the Union of European Federalists is therefore to bring together citizens who desire to work for the federal unity of Europe, to act as a catalyst of democratic forces in Europe and to stimulate public debate on the political content of the 'European project'.

Members of our organisation come from all over Europe and are of all age groups and backgrounds. They all share a common concern about the future of Europe and of the European Union.

Not being affiliated to any political party, UEF is an autonomous political movement. It cooperates with and seeks to influence European, national and local institutions, parties and associations. Among its supporters are decision -makers from a wide political spectrum, which allows the UEF to influence daily politics of the European Union more effectively. UEF cooperates with the Young European Federalists (JEF), the European Movement, the World Federalist Movement and other pro-European organisations, which share similar concern about the future of Europe.

In 2013 UEF held its XXIV Congress at the Ministry of Foreign Affairs in Berlin, which was attended by over 200 delegates from national UEF chapters, JEF (Youth) and representatives of European and international federalists movements and observers.
The Congress was officially opened by German Foreign Minister Guido Westerwelle, whose speech was followed by a video address of José Manuel Barroso, President of the European Commission.

The Federalists’ also renewed the main areas of research and discussion where federalist theory could bear fruit: strengthening of economic and monetary Union, Foreign Policy and Security and Defence policy, Campaigning for a Federal Union, and Social Europe. These discussion and research took place thorough the year with the creation of 4 Political Commissions at the Congress and the enhanced dialogue between the UEF and Brussels based think tanks.

In 2013 the UEF cooperated with its sections across Europe and helped them mobilize around large scale campaigns, events and actions that reinforced the awareness and creation of a truly democratic Europe, raising the tone and level of the debate about the future of Europe, combatting nationalism, racism and xenophobia. UEF proved to be one of few genuinely European membership organisations with a long history of effective action.
In each activity, Federalists looked for examples where policy making and the use of financial resources can be usefully transferred from national to the EU level in the interest of greater stability, cost efficiency, economies of scale and added value and/or correct market failure.

These priorities did not comprise an exclusive agenda and UEF kept campaigning alongside other civil society organisations and contributing to the preparation of the 2014 European elections.
The Congress adopted the federalist Manifesto, UEF key political message in view of the 2014 EP elections, continuing its campaign for a more united and truly democratic Europe, with a greater capacity to achieve the objectives of the EU treaties.
In term of institutional change, UEF successfully achieved its priority to get the European political parties to nominate their candidate for the Presidency of the Commission. Working with political parties, relevant think-tanks and the EU institutions, UEF actively mobilised its network to stimulate informed debate about the European dimension of topical issues.

UEF internal objectives for the year 2013 were to grew the scope of the association and develop its Communication tools. The focus on fostering new sections, especially in Central and Eastern Europe, led to three new national sections, UEF-Spain becoming full members and UEF-Hungary and UEF-Slovakia becoming candidate members. The Federalist Training & Seminar weekend brought together around 70 European participants, experienced and new activist members of UEF and JEF (Young European Federalists) and engaged them into a practical training on campaigning for a federal Europe.

In 2013, UEF also pursued the meeting format that brought the heads of UEF, JEF and EMI to meet and discuss common EU-wide activities and ensure a cross-fertilization of methods and ideas, to achieve a true Europe-wide multiplier effect.

Finally, UEF Congress elected Elmar Brok MEP President and Andrew Duff MEP Honorary President of the organisation. Both continued to improve UEF transnational and institutional network in 2013.
