We also appointed one focal point to Sphere Project Office in Geneva since 2011. We already have Humanitarian Accountability Framework for the transparency and accountability at field and grass root level. We are register charity under the Government of Republic of Union of Myanmar and we've got the Official Banking account with our organization name. We follow international code and generally acceptable accounting system. Currently we work with other UN Bodies and INGO/NGO and Donor Communities in both Aid and Development programme. A standard acts as a basis for comparison or reference point against which something can be evaluated. For a standard to become widely recognized and acknowledged as a mark of excellence, it needs to be developed through a broad consensus building process involving all relevant stakeholders, and those for which it has been created accept to be measured by it.
The HAP Standard in Accountability and Quality Management was developed following principles of international standard development, which include:
* Standard development through a process of broad consensus
* Adoption of the standard by a recognised body
* The Standard addresses a recognised need
There are various types of standards, most designed to measure excellence as follows:
* Product specifications: usually measuring the final outcome or deliverables.
* Process specifications: usually measuring the methodology used so as to obtain a stated result, including the management of activities that lead to the stated result.
The HAP Standard goes beyond these, as it seeks to measure:
* Accountability and quality commitments made by an aid agency and as specified in their accountability framework – the product.
* Quality Management System – the processes used by the aid agency to achieve the commitments made.
* Quality of Service – as defined by disaster survivors, affected communities, partners, aid practitioners and other specified stakeholders.
In order to achieve certification, an agency will demonstrate that it meets the 6 benchmarks and 19 requirements in the HAP Standard. These cover the three areas mentioned above, with specific attention to continual improvement.
Why a Standard in Accountability and Quality Management?

The problem of power
Non-government organizations exercise significant power in humanitarian crisis through their control over essential goods and services, such as food, medical aid and shelter. However, until recently, the "helping power" of emergency relief agencies has been fairly unregulated as few organizations formalized procedures to allow disaster survivors to participate in decisions about services or complain about poor practices.
Agencies take note
UN and NGO agencies became acutely aware of their lack of accountability after the Rwanda genocide of 1994. Over the next 10 years, they worked together on various initiatives directed at remedying the so-called 'accountability deficit' in humanitarian action. One of those initiatives eventually became HAP. Read more about HAP's history.
From Principles to the Standard
Immediately following its launch in 2003, HAP set about developing a set of Principles of Accountability. These summarized - for the first time - core elements of good practice in accountability in humanitarian situations.Based on the Principles of Accountability alone, agencies were not able to demonstrate the quality and accountability of their humanitarian action. Therefore, we try to develop a set of benchmarks and indicators for accountability and quality

Its registered office is 40-Bogyoke Aung Sann Road, Ward-5, Bogalay 10231 |Republic of the Union of Myanmar.
Radanar Ayar Missions involves in poverty alleviations and rural economy development based on agriculture. Radanar Ayar founded aftermath of Nargis storm relief operations and mandatory actions for disaster managements of both disaster preparedness and response actions.
Lining Responses, Relief and Resettlements to Development (LRRD) is the mission of Radanar Ayar’s Programme. Accountability and learning is one of the Radanar Ayar’s missions that initiated to support CSO movements in country programme. Public and Private Partnerships (PPP) is our development concept that ensure for cooperate social responsibility (CSR) to private sector. Organisation set out the private linkage regulations and follows the international laws and conventions of the United Nations. Radanar Ayar tries for the General Consultative Status with the Economic and Social Section under the United Nations System.
We cover in the areas and the region of development projects by;
- Bogalay with UNOPS/LIFT Funded Socio-Economic and Environmental Development (SEED) Project that will be ended in 9th January, 2015 and Head Office also hosted.
- Magway and Mandalay Divisions: not directly implement in the region or specific townships but currently closed connect with local community based organizations under its CSO Strengthening Initiatives and Link-Up Project under Public Health Institute and ATENTA Network, USA and already planned to open the new programme field offices in some locations.
Board of Directors is governing body of the organization, which is involved in policy issues of the organization. The BOD members appoint head of the organization that is fully responsible for overall activities of the organization.
Each programme is being implemented by the concerned Programme Management Bodies. Proper implementation of activities according to the work plan is the responsibility of the concerned managements. However, the head office regularly monitors activities of these programs through progress review meetings, field visits and progress reports. Other activities of head office are liaison with the donor organizations, networking with government departments, CSOs, fund raising and preparation of various prototype documents.
The organization has double entry accounting system and internationally acceptable financial policy certified by UN Treaty Bodies . All the organizational matters are guided by the policy manual which is under development for further improvements with the help of consultations of professional organizations, board members and individual consultants. Regular audit of accounts is conducted by renowned external auditors for 2012. The UNOPS – Livelihoods & Food Security Trust Fund Management Office on behalf of UNOPS Internal Audit Investigation Group (IAIG) conducted a limited scope audit of ‘Socio-Economic and Environmental Development (SEED) Project’ on 20 Jun 2013 to 21 June 2013 and 24 June 2013 at Yangon, Myanmar. The audit was carried out with the assistance of audit firm “Lochan & Co, Chartered Accountants, India” with Programme performance in “Satisfactory” and “Financial Management” in “Partially Satisfactory”. We can share the Financial Audited Report as per request.

The Radanar Ayar Association for the Rural Development, hereafter Radanar Ayar Association is envisaged as being a know- how transfer platform for capacity enhancement and empowerment of rural people to capable their lives refers to the Quality-of-Lives. Radanar Ayar Association is a local civilian network that works together based on volunteer spirits and commitment to rural poverty alleviation and of professionals nature of their education and professional activity. Due to our local partners (currently we have partners in –country wide approach) and our current search for regional representatives we plan from the start to give it a global reach near future.
Radanar Ayar serves as a platform for rural development agent for rural peoples and both interrelated to livelihoods network and livelihoods support groups to share their opinions, grow knowledge and skills and foster innovation towards a more sustainable rural development that reduce the 70% of rural poor people . Radanar Ayar’s Mission has four strategic objectives:
1) To facilitate knowledge sharing between rural people especially for young social change makers experienced professionals willing to contribute to international and local development regardless of age, nationality, profession;
2) To empower rural people by enhancing the acquisition of skills so that they can contribute better and more actively to the development of local communities on one side and to relate better with local, regional and national authorities in order to increase youth participation in the decision making process;
3) To create synergies in regards to rural and national development by spreading knowledge, information, best practices;
4) T o create networks in order to promote capacity enhancements through a capacity building process by developing creative synergies between different stakeholder groups in rural development including research, academia, NGOs, CBOs, public authorities (local and national) and private sector organizations.
