| Ziele und Aufgaben der Organisation: |
The Evangelical-Lutheran Church of Finland is a majority folk church, with the vast majority (77,3 % or 4,2 million people) of the Finnish population as members. The Church has a special status as a public-law institution and acts in accordance with the principle of transparency and openness of the public administration.
The Church Council is responsible for the Church's common administration, economy and strategy and maintains contacts with the public administration, prepares statements and is the voice of the Church in public discourse.
The goals of the Church Council's work on EU affairs is to monitor EU policies and legislation in areas of relevance for the Church and, when appropriate, try to infleunce the decision-making process on both national and European level, bringing forward perspectives arising from the Christian faith. The aim is also to protect the interests and safeguard the operational preconditions of the Church.
The Church Council stresses the importance of Article 17 of the Lisbon Treaty, calling for an open, transparent and regular dialogue between the EU and Churches.

The Chancellor of the Church Council has the main responsibility for EU affairs. The Legal Adviser for EU affairs is responsible for the daily work related to EU affairs, including monitoring and coordinating EU issues, preparing various statements, keeping in touch with national authorities, EU instituions and various cooperation partners, information and communication.
A EU Reference Group meets on a regular basis in order to discuss current EU issues and decide on possible further measures.
The Church's Advisory Board on European Affairs is a consultative expert body which meets twice a year in order to discuss and reflect on current EU issues of relevance to the Church.

The Church Council monitors EU affairs on a broad scale. In 2011, the main EU initiatives covered included the Europe 2020-strategy, the EU migration and asylum policy including the implementation of the Stockholm programme and the modernization of the Professional Qualifications Directive.

The overall budget of the Church Council consists of contributions from the congregations.
The Church is economically independent. It collects taxes from Church members and receives part of the corporate tax levied by the state as a compensation for the societal duties discharged by the Church, such as maintenance of cemeteries and church buildings.
