Since 2006, APS Consult has developed expertise in Knowledge and Professional Services in the fields within our core areas of activity being the Agricultural sector, Non-State Actors (NSAs) and, Small and Medium Enterprises (SMEs). The main mission is to provide knowledge and support services to clients from niche markets it aims to serve, and the objectives are to: • Develop and sustain new areas of business and activities that go beyond the scope of a Bank; • Harness the Bank’s international relations to access professional, technical and financial expertise in specialist activities; • Act as a vehicle to promote Corporate Social Responsibility projects. As part of this activity, APS Consult is engaged in EU Funding projects, overseas development aid funding, feasibility studies and cost-benefit analysis, human resources management, marketing management and operations management. The firm has matured experience in various European Union funding schemes/measures catering in a variety of sectors such as education, heritage and culture, social sector and the agriculture sector. APS Consult is licensed to provide Farm Advisory Services and has developed experience in handling projects in the various areas of agriculture both in the horticulture and different livestock operations. The services that APS Consult offers can be summarised as follows: • Policy Development activity through research, conferences, seminars and publications; • Research & Development activities with the aim of facilitating Technology Transfer and the local modeling of tried and tested technologies. This includes the commissioning of Subject Specific Papers and introducing innovative products and services to address core issues; • EU Services Bureau, including policy evaluation, tender monitoring and submission, and fund application management; • Project Management and Technical Consultancy in specialized fields; • Financial evaluation, including feasibility studies and business plans; • Human Resources and Organization Capacity Building; • Management of EU and institutional funded projects.

Simon Micallef General Manager of APS Consult Ltd. since 2008. Simon has been responsible for developing the company over the past years whilst retaining a portfolio of corporate clients and leading a number of core projects of the organisation. He joined APS Group in year 2000 and was responsible for the development and implementation of APS Bank’s human resources strategy. He also provided in-house consultancy in key areas of the Bank’s growth programme. Simon has 21 years experience in consultancy and senior management experience in the public and private sectors. He has core expertise in strategic management and capacity building, and has managed EU funded projects with public, private and NGO sectors during this period. Within the public sector, he led various change programmes and policy development initiatives across different ministries and departments. Anthony Meli Head Advisory Services managing a portfolio of clients in the agribusiness and environmental sector. He was former Director Rural Development and represented Malta in EU (STAR & RDC) Committees. Anthony has 29 years experience in Public and Private Sector at Senior Management level with core expertise in public policy and the rural sector. This includes 11 years in EU programme development and fund management monitoring and evaluation. He leads research in the agri-business and environmental sectors and assist SMEs in business development.
Maria Cauchi Delia Accountant by profession, she joined APS Consult in 2008 and provides financial management expertise both to the company and individual projects as the need arises. Maria is currently entrusted with the set-up, re-engineering, management and coordination of quality systems. Her tasks include team management, co-ordination and cooperation with clients and leading new projects. Maria has worked with Ernst & Young, both in Malta and in Milan, Italy, within the areas of audit and consultancy. She also worked at the National Audit Office, where she was involved in planning, leading, managing, coordinating, report writing and following up of a number of public sector systems audits and a European Court of Auditors audit as a freelance accountant, Christopher Schembri Consultant since 2008 with APS Consult Ltd. He has 15 years experience in the Financial Services industry, in particular with the Central Bank of Malta and APS Bank Ltd. Christopher has 4 years experience in the managing of EU funded projects with NGOs. Core expertise is in the financial services sector and strategic management. He manages portfolio of NGO and public sector clients, which projects ranging from culture and tourism, the social and educational sector, and alternative energy. He was also responsible for projects relating the evaluation of EU programmes in Malta.
Our Network APS Consult supports its activities through a network of local and European collaborators consisting of both freelance consultants and institutional partners. On various projects, APS Consult had the opportunity to partner with members of the European Federation of Ethical and Alternative Banks (FEBEA) in order to procure expertise in key areas of the activity. Further APS Consult has collaborated with various European institutions including Danish Agricultural Advisory Services (DAAS) and HCL Consultants (Greece), amongst others.
