Obiectivele şi misiunile organizaţiei: Access Info Europe is a human rights organisation dedicated to promoting and protecting the right of access to information in Europe as a tool for defending civil liberties and human rights, for facilitating public participation in decision-making and for holding governments and intergovernmental bodies accountable.

Access Info's mission is that the right of access to information be enshrined in law and work in practice.

Activități

Principalele iniţiative ale UE care au fost acoperite pe durata anului precedent de activităţi care intră în sfera de aplicare a Registrului:


Access Info Europe acts to promote and protect the right of access to information (freedom of information).

This includes the right of access to EU documents as established by Article 15 of the Treaty on the Functioning of the European Union.

The relevant EU legal framework includes:
* Regulation 1049/2001 on Access to EU documents
* Directive 2003/98/EC on the re-use of public sector information
* Directive 95/46/EC on personal data protection

As a human rights organisation we also join other actions in promotion of human rights, including the right to freedom of expression, the right to privacy, and other rights affected by EU rules, policies and practices. Access Info also supports initiatives to increase public participation in decision-making at the EU level.

SPECIFIC ADVOCACY AND LOBBYING ACTIVITIES
* Access Info Europe regularly files information requests with the EU on a range of topics and publishes the results. Recent reports can be found at http://www.access-info.org/en/european-union
* Access Info has won a case against the Council of the European Union before the European Court of Justice in a case seeking to disclose the identities of Member States making proposals in the context of negotiations on the revised access to documents EU legislation. See the final ruling of the case at http://www.access-info.org/documents/Access_Docs/Advancing/Council_of_Europe/JUDGMENT_OF_THE_COURT.pdf . We are now working to ensure that the ECJ ruling is properly implemented by the Council.
* Access Info runs the www.AsktheEU.org website, an online platform where citizens can file access to documents requests to any EU institutions. All responses and requests are published online and in real-time.
* Access Info is part of the Steering Committee of ALTER EU since October 2011 and as such is engaged in campaigns to reform the EU Transparency Register, to re-balance expert groups in the European Commission, and to strengthen ethics regulation in the EU. * From Feburary 2012 to February 2013 Access Info Europe coordinated the EU Citizens Project, which involved 5 other CSOs from across Europe. The project sought to promote citizen lobbying through greater and more meaningful public participation in EU decision-making. In 2013, this included the commissioning of a pan-European opinion poll, the publication of a “citizens' report” with recommendations to the EU institutions (http://www.access-info.org/documents/Access_Docs/Advancing/EU/EN_ONLINE_Citizens_Report.pdf) and the production of online videos. * Publication of a Guide on Access to EU Documents in May 2013: http://www.access-info.org/en/european-union/392-guide-on-access-to-eu-documents
* Transparency of the European Central Bank – publication of a report in September 2013 based on the data gathered via www.AsktheEU.org including specific recommendations on how the ECB can improve its handling of public access to documents requests: http://www.access-info.org/en/european-union/493-asktheeu-ecb-report. In May 2013 we also applied to take part in the Bloomberg case against the ECB but were denied leave to intervene.
* Involvement in campaigns to increase corporate transparency, including work on the non-financial reporting directive via the European Coalition for Corporate Justice and involvement in the civil society campaign for public registers of beneficial owners. * Transparency of Media Ownership: Access Info Europe and the Open Society Media Program organised a strategy session on the "Transparency of media ownership" on 24 September 2013.
