BEF Germany was founded in 2003 and is registered and situated in Hamburg. By statute BEF Germany aims at promoting, environmental protection in the Baltic Sea region and beyond. It acts as mediator to German expertise and experience in different fields of environmental protection, best practice as well as making use of German funding potentials. BEF Germany manages a number of projects that are implemented in partnership with other members of the Group and third parties. In addition, BEF Germany is strongly involved in projects which deliver capacity building to EU candidate countries in South Eastern Europe or bring together European Union actors and neighbouring countries, like Russia or Belarus. The current working fields are energy efficiency and climate change, chemicals and hazardous substance management as well as capacity building for waste and water issues. BEF Germany carries out own empirical studies on environmental awareness and attitude and performs training needs assessments. Furthermore, the team of BEF Germany develops tools and indicators for the evaluation of many large-scale international projects that are applied by other BEF Group member organizations. Altogether, there are 7 people working for BEF Germany at present.

The Baltic Environmental Forum Group (BEF Group) is a network of independent non-governmental, non-profit organizations in the three Baltic States – Estonia, Latvia, Lithuania –, Germany and Russia. The Group was established in a cooperation agreement between the member organizations in 2003, however its origins date back as far as 1995 with the establishment of the Baltic Environmental Forum as a ‘project’ jointly by the Ministries of Environment of Latvia, Estonia, Lithuania, Germany and the European Commission to strengthen co-operation among the Baltic States in the field of environmental policy. Today, the aims of the BEF Group are to promote environmental protection in different fields of environmental policy with regard to implementation questions and/or facilitation of different stakeholders’ dialogue. The geographical core region is the Baltic Sea region; however the Group’s activities go beyond this area covering all Central Eastern European EU Member states as well as the neighbouring countries, Russia, Belarus, Ukraine in the East, or Croatia, Macedonia, and Bosnia and Herzegovina in South Eastern Europe. More specifically, the BEF Group organizations are involved in the fields of chemicals and hazardous substance management, nature protection, waste and water management, and energy efficiency and climate change (The specific goals for these working areas, are described in more detail in the work programme, below). The organizational structure of the group is based on the aforementioned co-operation agreement. One member acts as headquarter, hosting and representing the Group, and amongst other is delegated to apply for the NGO Grant. The headquarter function is based on a rotational principle and is decided by the Executive Committee of the Group, which consists of the leading staff of the member organizations. This annually meeting body is also in charge of electing the President of the BEF Groups, which is the representative of the BEF Group. The member organizations pay annual membership fees to the acting headquarter organization to cover costs the meetings of the Executive Committee and maintaining a website. Since 1 July, 2010 the Baltic Environmental Forum Deutschland e. V. (BEF Germany) is acting headquarter of the BEF Group, succeeding BEF Latvia, which had been the Group’s host since its initial establishment.
