The IPA is Ireland's premier public sector management development agency. Founded in 1957 it seeks to promote the study and improvement of standards of public administration and management. In addition to research and publications, the Institute offers primary degree, diploma and certificate programmes as well as postgraduate programmes.

Margaret Malone as part of her work visits the European Parliament to attend committee meetings and to meet MEPs, their assistants and EP officials. She also meets with Commission officials. Her research interests include constitutional reform and institutional development, governance issues, enlargement, CFSP and ESDP.
